Project Scope

The I-15 Improvement Project will integrate two separate teams to perform preliminary engineering on the existing interchange at Railroad Canyon Road and the proposed interchange near Franklin Street to improve current traffic conditions. Each team will produce deliverables described below for their respective interchanges to be included in the Project Study Report.

Project Team Scopes

Railroad Canyon Road Team

Caltrans, the City of Lake Elsinore, and the local community will work together to investigate several viable design alternatives that will mitigate the existing and future traffic congestion at I-15 / Railroad Canyon Road. The extent of the work performed will include an initial site investigation, an analysis of the current traffic conditions, and the conceptual design of several alternatives that meet project objectives. With further traffic analysis three (3) alternatives were chosen to go forward with: a diverging diamond, continuous flow, and single point urban interchange.

The complete geometric design of each alternative will be produced per Caltrans and Lake Elsinore standards, along with detailed traffic analysis/design of the interchange, local intersections, on/off ramps, and the I-15 freeway. The construction staging, advance planning studies, cost estimates, environmental impacts, and a cost/benefit analysis will be produced for each of the alternatives.

A final report will be produced in the form of a Project Study Report (PSR) that summarizes the three different design alternatives including the preferred alternative for project implementation. A formal presentation will be given to accompany the project.

Franklin Street Team

This Cal Poly Pomona senior project group will work together with Caltrans, the City of Lake Elsinore, and the local community to investigate several design alternatives for a new interchange at I-15 / Franklin Street that will mitigate existing and future traffic demands and congestion on the I-15 and the City of Lake Elsinore. The work performed includes an initial site investigation, an analysis of current and future traffic conditions, and the development of several conceptual design alternatives that address the project objectives. The four alternative designs that the team chose to proceed with include a tight diamond interchange, a split diamond interchange, a half-clover interchange, and a single point urban interchange.

Complete geometric designs of each alternative were produced per Caltrans and the City of Lake Elsinore standards. Detailed traffic analysis and design of the interchange, local intersections, on and off ramps, and the I-15 freeway were also produced per Caltrans and the City of Lake Elsinore standards. Construction staging, advance planning studies, cost estimates, environmental impacts, and cost benefit analysis were completed for each alternative.

A final report in the form of a Project Study Report (PSR) details each alternative design and a final recommendation for an alternative design is provided. A formal presentation summarizing the project will be given at the project's conclusion.
